CONSTRUCTION MANAGEMENT
| The Construction Management Department oversees all building projects being done under the auspices of the JCEDC, including streetscapes, blockfront renovations, individual building facade refurbishing, the mural program and the rehabilitation of Loew's Jersey Theatre. The Martin Luther King (MLK) Drive Hub project, a joint venture partnership between the JCEDC and the MLK Neighborhood Development Corporation (NDC), though a construction project, is being overseen by the partnership, with the JCEDC acting as coordinator. |

Through the JCEDC and in conjunction with the City, commercial districts can receive funds for improving the areas between the building line and the curb. A major streetscape project was completed on Central Avenue, stretching 21 blocks on both sides of the street and encompassing more than 200 stores. Improvements included new sidewalks, decorative lighting, plantings and benches. Right now, a large-scale streetscape renovation in Journal Square is under way. This is a joint financial effort among the City, the Port Authority, the Urban Enterprise Zone and the State, who have committed over $6 million to this project. In addition, many agreements have been put into place between the City, County, State and local merchants to insure this project's success. All of this is being done under the leadership of the JCEDC with the assistance of a local construction management firm.
The comprehensive blockfront facade improvement program instantaneously gives a commercial neighborhood a new look. It encourages merchants in the area to upgrade the rest of their buildings and makes the district attractive for new businesses to move in.
Several projects are currently under way, including Central Avenue, Newark Avenue, West Side Avenue, MLK Drive, and McGinley Square. Two projects have been completed on Monticello Avenue, and projects are planned during the upcoming year for Old
Bergen Road, Danforth Avenue, Kennedy Boulevard and Five Corners.

The UEZ program, administered by the JCEDC, promotes development in designated areas of the City. UEZ qualified businesses are eligible for tax incentives, reduced unemployment insurance, marketing support and business counseling. Certified UEZ retailers collect a sales tax of only three percent. These funds are reinvested in city business development programs.
This redevelopment of the City's core business areas, called Holistic Urban Building, creates a ripple effect that not only encourages new business investment-and attracts shoppers to retail areas, but has a positive impact on adjoining residential areas as well. Jersey UEZ business enrollment accounts for the creation of some 17,549 full-time jobs since the UEZ's inception.
In Journal Square, years of planning culminated this year in the launching of a $7 million capital improvement project. This project, due to be completed next year, will transform the Square into a showplace, with a pedestrian plaza, a fountain, new
lighting and streetscape improvements enhancing an area that will combine office, commercial, educational and residential uses.
The UEZ Department has developed a program that provides additional security in the commercial districts citywide; instituted the "clean and green" program, including weekend sanitation services and planters in commercial districts, and facilitated formation and support of Special Improvement Districts (SIDs). According to a study by the Rutgers School of Criminal Justice, SID services have improved the quality of life in the Square. Police calls have dropped significantly, and graffiti has virtually disappeared.

More on the UEZ program
The BIDs are private, non-profit organizations of neigborhood business and property owners.
Special operating assesments from members generate supplemental security, sanitation services,
special capital improvements, and promotional events. BIDs determine their district's aesthetic
standards.
